اقتصادی طوائف الملوکی

ہندوستان کی تاریخ میں نس بندی کے بعد نوٹ بندی نے وہ مقام حاصل کرلیا ہے جس نے سلاخوں کے پیچھے اپنے ناکردە گناہوں کے سبب بندی بنائے گئے بے قصوروں کو بھی پیچھے چھوڑدیا... ایک طرف سرکردہ اداروں نے اسے معاشی پسماندگی کا نہ صرف سبب قرار دیا ہے بلکہ یہاں تک کہا ہے کہ ملکی اقتصادیات کو اس صدمہ سے نکلنے میں 3 سال کا جانفزا طویل عرصہ درکار ہوگا. دریں اثنا بی بی سی اردود کے تجزیہ کار شکیل اختر نے اسے سستی شہرت سے تعبیر کیا ہے. شکیل صاحب رقمطراز ہیں کہ وزیراعظم نریندر مودی نے آٹھ نومبر کی شب اچانک پانچ سو اور ایک ہزار کے نوٹوں پر پابندی عائد کر دی۔ اس وقت تقریباً 15لاکھ کروڑ روپے مالیت کے پانچ سو اور ایک ہزار کے نوٹ بھارت میں جاری تھے جو تمام نوٹوں کا 85 فی صد تسلیم کیا جاتا ہے۔ مودی نے ایک حکم سے 85 فیصد روپے ردی میں بدل دیے۔ وزیر اعظم کا کہنا ہے کہ اس قدم کا مقصد کالے دھن یا بلیک منی کو ختم کرنا ہے۔ کیا اس قدم سے واقعی کالا دھن پر قابو پایا جا سکے گا؟ کالا دھن عمومآ جائز آمدنی سے حاصل ہونے والی رقم پر ٹیکس نہ ادا کرنے سے بنتا ہے۔ ابتدائی طور پر یہ نقدی کی شکل میں ہوتا ہے لیکن اب لوگ مختلف وجوہات سے نقدی رکھنا پسند نہیں کرتے اور وہ ان رقوم کو کاروبار اور جائیداد میں لگا دیتے ہیں۔ اس طرح یہ کالا دھن معیشت میں متحرک رہتا ہے۔ ایک جائزے کے مطابق 15 لاکھ کروڑ روپے میں تقریباً تین لاکھ کروڑ روپے کالے دھن کے زمرے میں آتے ہیں۔ لیکن بیشتر اقتصادی ماہرین کا خیال ہے کہ نقدی کی شکل میں کالے دھن کی مقدار اس سے بہت کم ہے۔ گذشتہ دس دن سے کروڑوں لوگ نئے نوٹ حاصل کرنے اور پرانے نوٹ جمع کرنے کے لئے بینکوں کے باہر قطاروں میں کھڑے ہو جاتے ہیں اور اپنی باری کا گھنٹوں تک انتظار کرتے ہیں۔ چھوٹے چھوٹے قصبوں اور دیہی علاقوں میں افراتفری مچی ہوئی ہے۔ حکومت نے اے ٹی ایم سے پیسے نکالنے کی یومیہ حد دو ہزار مقرر کی ہے، جس سے لوگوں کی مشکلات مزید بڑھتی جا رہی ہیں۔ حزب اختلاف کی جماعتیں حکومت کے قدم کو اقتصادی نہیں سیاسی قرار دے رہیں۔ ان کا کہنا ہے کہ اس کا مقصد کالے دھن پر قابو پانا نہیں ہے۔ لیکن مودی حکومت اسے ماسٹر اسٹروک کے طور پر پیش کر رہی ہے۔ تجزیہ کاروں کا خیال ہے کہ مودی حکومت نے یہ اندازہ لگايا تھا کہ چند ہی دن کے اندر پورے ملک میں نئے نوٹ لوگوں تک پہنچ جائیں گے اور ماحول نارمل ہوتے ہی حکومت یہ دعویٰ کر سکے گی کہ ملک میں کالے دھن اور جعلی نوٹوں کا چلن ختم کر دیا گیا ہے۔ لیکن ایسا نہیں ہو سکا۔ بڑے نوٹوں پر پابندی کے دس دن گزر جانے کے بعد بھی بینکوں کے باہر لوگوں کی قطاریں کم ہوتی ہوئی نظر نہیں آ رہیں۔ مختلف تجزیوں اور رپورٹوں کے مطابق بھارت کے سیاست دانوں، سرمایہ کاروں، تاجروں اور بڑے بڑے لوگوں نے 50 سے 80 لاکھ کروڑ روپے غیر ملکی بینکوں میں جمع کر رکھے ہیں۔ بی جے پی نے اپنے انتخابی منشور میں غیر ممالک سے کالا دھن ملک واپس لانے کا وعدہ کیا تھا لیکن بظاہر ابھی تک اس سلسلے میں کوئی قدم نہیں اٹھایا گیا۔ ماہرین کا یہ بھی کہنا ہے کہ بھارت کا ٹیکس نظام انتہائی فرسودہ اور غیر موثر ہے۔ اس میں اصلاح اور شفافیت کے ذریعے اسے بہتر بنایا جا سکتا ہے۔ گذشتہ مالی برس میں صرف پانچ کروڑ لوگوں نے ٹیکس ریٹرن بھرے تھے جو پوری آبادی کا محض چار فی صد بنتا ہے۔ ٹیکس کے نظام میں بہتری اور اسے سہل بنا کر بہت کم وقت میں ٹیکس ریٹرن بھرنے والوں کی تعداد چار فی صد سے بڑھا کر 25 سے 30 فی صد تک پہنچائی جا سکتی ہے۔ سرکاری اہلکاروں کے اختیارات محض انتظامی پہلوؤں تک محدو کر کے سرکاری محکموں میں رشوت خوری پر قابو پایا جا سکتا ہے۔ انتخابی اخراجات کی ذمہ داری حکومت کو دینے کی سفارشیں بھی کی جا رہی ہیں۔ مودی حکومت نے بڑے نوٹوں پر پابندی ایک ایسے وقت میں لگائی ہے جب اتر پردیش اور پنجاب میں اسمبلی انتخابات ہونے والے ہیں۔ مودی کی حریف جماعتیں ملائم سنگھ کی سماج وادی پارٹی اور مایاوتی کی بہوجن سماج پارٹی نے اپنی انتخابی مہم حال ہی میں شروع کی ہے۔ ان انتخابات میں کروڑوں روپے جائز اور ناجائز طریقے سے صرف ہوتے ہیں۔ نوٹوں پر بابندی کا مقصد ان دونوں حریف جماعتوں کو سیاسی چوٹ پہنچانا بھی ہو سکتا ہے۔ اتر پردیش کے انتخابات بھی جے پی کے لیے انتہائی اہمیت کے حامل ہیں۔ ماضی میں دنیا کے کئی اور ملکوں میں بھی بعض حکمرانوں نے مروجہ کرنسی کی جگہ اچانک نئی کرنسی چلانے کا قدم اٹھایا تھا۔ لیکن یہ سبھی تجربات ناکام ثابت ہوئے تھے۔
مودی نے ملک کے عوام سے دسمبر تک کا وقت مانگا ہے۔ ان کا خیال ہے کہ بڑے نوٹوں پر پابندی سے اس مدت میں ملک میں معیشت سے کالا دھن ختم ہو جائے گا۔ حکمران جماعت کے وزرا اس قدم کی کامیابی کا پہلے سے ہی اعلان کرنے لگے ہیں۔ وزیر اعظم کو ملک کی تاریخ کا سب سے اہل اور سب سے ایمان دار رہنما قرار دیا جا رہا ہے۔ لیکن عوام انھیں کس طرح دیکھ رہے ہیں، یہ جاننے میں ابھی ذرا وقت لگے گا۔

*Another view on De Monetization*

*Dr. K.C. Chakrabarty, Deputy Governor of the Reserve Bank of India from 2009 to 2014*, is not anti-Modi, anti-BJP person.

He is explaining in simple, coherent language the social and economic impacts of Demonetization.
Following are the excerpts:

1. The economic *benefit is less* and the *cost is more*.

2. I think (the Prime Minister) has not been properly briefed on the subject.

3. Currency *notes are not black money*, all currency notes are white money.

4. When it (the currency) reaches a *person who is not paying tax* it becomes black money.

5. When the currency reaches a *person who is paying tax it becomes white money.*

6. The process and the person are the culprit, but you are destroying the notes.

7. If the *process and people are not changed,* a person can use currency, gold, *other assets for black money generation.*

8. Government’s understanding is that [black] money is with the rich, whereas on the contrary more cash money is lying with the poor.

9. 90% of the poor’s *liquidity is in cash*, so (now) they have no cash.

10. All your trade and commerce is likely to be affected.

11. The total cost of replacing the notes will be Rs 10,000 or 15,000 crore. That is a *direct loss.*

12. Banks will be doing only this job for the next two months: exchanging the note, managing the cash, managing the crowds.

People will be more busy with these things. All this will have an adverse effect on the economy.

13. There will be a *liquidity crunch,* volume of transactions will go down, sometimes it may totally collapse, depending on the situation.

14. *Inflation* will come down because *people have no money.* If you withdraw the money from the people all *prices will collapse*, but people will not be able to eat vegetables also. Prices are collapsing because medium of exchange is not there.

15. If the economic growth comes down, the government’s tax collection also comes down….

If a person goes with black money and spends it in the malls, restaurants or cinema hall then government gets a part of the tax.

16. Demonetisation is a very *blunt instrument* and it has to be used very judiciously and in a very very critical situation.

Generally, in a normal situation it doesn’t give any results.

Ahmedabad, 04 Aug 2015: *Amidst alleged threats to judge Ms Jyotsna Yagnik who had convicted Maya Kodnani, Babu Bajrangi and others for their involvement in the Gujarat 2002 riots, a former judge has now come forward and claimed that he and other judges were tried to be pressurized by the state government (then ruled by Narendra Modi as chief minister) to act against the minority community following the riots.*

*Himanshu Trivedi, now settled and practicing in New Zealand, was a district cadre judge in Ahmedabad City Civil and Sessions Court in 2002 when the riots took place in different parts of the state following the Godhra train carnage.*

*In a Facebook post three days ago, Trivedi, a former colleague of Justice Yagnik, wrote that the Gujarat government wanted the judges and judiciary to act against the minority community and he resigned because he was sworn to the Constitution of India.*
